Your team
Within the Network Management Directorate , the "Infrastructure" service manages the European infrastructure deployment projects and programmes, and aims at making the SES digital sky a reality. It develops, organises and provides European common services including network support services, aeronautical information services and the radio frequency function.
The Surveillance (SUR) Product &; Service Specialist is in charge of technical aspects related to one or more Surveillance Products/Services. This function will contribute to the development, maintenance and support for surveillance products/services or tools, and provide data analysis supporting services such as Communication, Navigation &; Surveillance (CNS) monitoring. The surveillance products/services include:
- ATM suRveillance Tracker And Server (ARTAS) / Central ARTAS Maintenance and Operational Support (CAMOS) service
- Surveillance Analysis Support System for ATC Centres (SASS-C) / SASS-C Maintenance And Support (SACMAS) service
- Surveillance Data Distribution System (SDDS) / SDDS Maintenance and Operational Support (SIMOS) service
- Surveillance interrogator, Avionics, Airborne Collision Avoidance System (ACAS) / CNS Monitoring service
Your role
Your role as Surveillance Product & Service Specialist for one or more functional and technical domain(s) of the respective SUR products or services(*) will be to:
- Provide support to users of surveillance products or tools (e.g. installation of new versions, development of requirement documents and user manuals, management of tickets).
- Perform first analysis of system related trouble reports and specify change proposals.
- Develop and test software, check and prepare major software releases for acceptance testing.
- Contribute to procurement and contract management actions (development of tender specifications and evaluation of tenders) related to surveillance products and tools.
- Contribute to technical developments related to the Surveillance products, and produce technical documentation as required.
- Perform surveillance data analysis and develop tools to facilitate the analysis.
- Contribute to surveillance study reports and present them to surveillance stakeholder groups.
- Support the development of new initiatives and approaches in relation to the SUR products and define and manage the project scope to ensure alignment with the overall strategy.
- Prototype and assess solutions for new technologies and approaches for potential use, and provide recommendations based on thorough analyses.
- Carry out any other task in line with the main purpose of the job.
(*) there are domains transversal to several services e.g. hardware infrastructure common to the three products.
Required qualifications, experience & competencies
- Completed university studies of 3 years (e.g. Bachelor’s degree) in a relevant domain (e.g. Aeronautical Engineering, Computer Science, Air Navigation System Engineering). A university degree of 4 years (e.g. Master’s degree) in a relevant area would be considered an asset.
- Internal candidates should check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
- A minimum of 2 years’ relevant professional experience to perform the described responsibilities.
- Generic technical competencies for Surveillance Product & Service Specialist:
- Experience in software development cycle and standard, system and software specification, software architecture, software programming, system validation, in particular for ATM Surveillance systems.
- Experience in maintenance of safety critical software and its configuration control.
- Knowledge of LINUX and at least one of the following programming languages: C, C++ or Java
- Experience in ISO:9001 service management would be an advantage.
- In addition to the above, it would be an advantage if applicants meet the profile for one of the surveillance products or associated IT infrastructure mentioned hereunder:
ARTAS Specialist
- Experience with ARTAS or equivalent surveillance data processing (SDP) system.
- Understanding of surveillance techniques (radar, ADS, Multilateration, etc.) and tracking techniques.
- Knowledge of ADA and Python.
SDDS Specialist
- Experience with the SDDS or equivalent Surveillance Data Distribution system.
- Experience with ASTERIX.
SASS-C Specialist
- Understanding of surveillance data processing techniques including a mathematical background (e.g. data filtering, statistics, and decision theory).
- Experience in the assessment of surveillance infrastructure performance, including prediction and simulation would be an advantage.
Service Infrastructure Specialist
- Experience in IT system administration.

- The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1/C2. The selected candidate will be required to become at least a basic user of French at level A1/A2 before the end of the probation period.
The levels relate to the Common European Framework of References for languages (CEFR).

- Duration of appointment: This is an appointment for a determined period of 5 Year (s). It could be extended up to a maximum of 9 years or converted into an undetermined contract.
- Internal candidates
If selected, the person will keep their current type of appointment duration (undetermined or determined).
The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year (s) with a maximum total duration of 9 years. - The successful candidate shall be appointed at the grade in the function group and to the type of post indicated in the vacancy notice, or, if a group of grades has been published, in principle at the basic grade.
- In case of reserve list: Suitable candidates, however not selected to fill the post, will be placed on a reserve list for similar functions. The period of validity of reserve list is 1 year from the closing date of applications .
