Your team

Within the Network Management Directorate, the EUROCONTROL Aviation Learning Centre (ALC) in Luxembourg supports European aviation by providing a unique and best-in-class learning experience aimed at aviation professionals. We provide a wide range of online and in-person courses, tools and services. Our aim is to add value to our stakeholders in the  EUROCONTROL Member States and beyond, with a constantly expanding learning portfolio delivered across multiple learning channels.

Your role

Your role will be to:

  • Collaborate with stakeholders and end-users to gather and analyse business and user requirements related to the training tool application (Learning Zone) and translate them into robust, scalable, and high performance technical specifications and software solutions, contributing to the evolution of software architecture designs that take account and integrate seamlessly with the existing solutions.
  • Coordinate and contribute to the implementation and evolution of software developments, corrective actions and technical enhancements linked to the Learning Zone platform ensuring performance, stability, scalability, and alignment with best practices in coding, testing, deployment, and Azure cloud integration.
  • Analyse technical incidents, identify root causes, assess impacts and risks, and implement or coordinate appropriate corrective actions including in-depth analysis of system performance and complex technical issues.
  • Coordinate and review deliverables of external software developers and suppliers, ensuring compliance with agreed requirements, and adherence to security policies, quality standards, and development practices, while ensuring the continuous improvement of these policies, standards, and practices.
  • Collaborate with business stakeholders, software developers, architects, infrastructure, and security specialists to support the delivery of effective and sustainable technical solutions and provide technical guidance within multidisciplinary teams to ensure coherent and aligned solutions.
  • Define and coordinate testing and validation activities for software changes and releases, including the identification of test scenarios, impact assessments and acceptance criteria ensuring software quality and compliance across the full lifecycle.
  • Monitor relevant technological developments, methodologies, and best practices, and contribute to their adoption within the platform and the organisation.
  • Develop and maintain technical documentation, operational procedures, and user guidance, and contribute to the continuous improvement and sustainable maintenance of the Learning Zone platform with the development and maintenance of technical standards and documentation covering all stages of the software development lifecycle.

Required qualifications, experience & competencies

  • Candidates must fulfil one of the following education and professional experience:
    • Completion of third level studies in a relevant domain (e.g. Computer Science, Engineering etc.), meeting European Qualifications Framework (EQF) level 7 followed by minimum 3 years of relevant professional experience to perform the described responsibilities.
    • Completion of third level studies in a relevant domain (e.g. Computer Science, Engineering etc.), meeting European Qualifications Framework (EQF) level 6 followed by minimum 4 years of relevant professional experience to perform the described responsibilities.
  • Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
  • Experience in defining user requirements and designing testing scenarios.
  • Experience in web application development and maintenance in a .NET environment (i.e. C#, SQL, JavaScript, HTML, CSS, Libraries).
  • Knowledge of system and information architecture in web applications (e.g. Cloud deployment, Webservers, API services, Version Control, Security)
  • Experience in support and operation of IT Systems in an ITIL environment.
  • Knowledge of Azure Cloud (e.g. application gateway, App services, Azure SQL, Key vault) and Kubernetes would be an asset.

  • The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1. The selected candidate will be required to become basic user of French at level A1 before the end of the probation period. The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

  • The selected candidate will be appointed in accordance with the provisions of the Staff regulations governing officials of the EUROCONTROL Agency.
  • Conditions depending on current type of engagement
    Internal staff appointed for a determined period
    • Retain their current type of appointment duration.
    • Continue under their existing appointment duration, as appointment durations are not cumulative.
    • The duration of their appointment will therefore not restart upon selection to the new post, i.e. the remaining duration of their current determined appointment continues to apply.
    • Renewal(s): This appointment may be renewed several times, but its total duration, including all renewal periods, may not exceed nine (9) years.
    • Conversion: Conversion to an undetermined duration appointment is possible where all of the following cumulative conditions are met: the post is confirmed as being of a lasting nature; the staff member has completed at least five years of service; the staff member’s performance has been satisfactory; and the conversion is in the interests of the service. Conversion is therefore not automatic.

    • Retain their current type of appointment duration.
    At the end of the 5 Year period of the post for which they were selected:
    • If the assignment is extended, they will continue in the post in accordance with the applicable rules.
    • If the assignment is not extended and/or the duties are not confirmed as being of a lasting nature, they will be transferred to another post corresponding to their “previous” type of post, job level, and function group.
  • The selected candidate must successfully complete a probationary period of nine (9) months before being established in the post.
  • The selected candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
  • Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
