Your team

Within the Directorate Central Route Charges Office and Finance , the "Financial Planning & Control" service is responsible to manage the Agency Business Planning, the Agency Budget and Cost-Base Planning, the allocation of Agency staff to work packages (in coordination with HRS) and the Agency Performance Management processes.

The iNM Financial Controller will oversee all budget planning and budget execution related areas of the integrated network management (iNM) programme and the digital platform. The financial controller will be responsible for budget planning and budget forecasting, preparing financial reports for various governance arrangements and the follow up of the financial status of the contracts supporting the iNM implementation and procurement planning. The Financial Controller will work closely with Financial Planning & Control Unit (FPC) to produce all supporting annual literature related to this programme. 

Your role

You will report to the Director Central Route Charges Office & Finance and be deployed in a matrix to the Business Coordination Service in the Network Manager Directorate.

Your role will be to:

  • Establish detailed Capex and Opex reporting to track financial outturn.
  • Oversee the budget planning related to areas of the iNM Programme and digital platform, and ensure inclusion in the overall budget process.
  • Monitor budget execution (the budget committed and the budget spent for the contracts supporting the iNM implementation (planned vs actual).
  • Assess and manage financial risks.
  • Coordinate financial audits and ensure availability of financial data at all times.
  • Advise and support the iNM programme management team during programme audits.
  • Advise and support the iNM Contract Manager and iNM Programme Manager with financial information for the interfaces with the Industry partners.
  • Foster internal control in all functions, ensure activities are compliant with financial rules/regulations and policies.
  • Lead and/or contribute to regular reviews to enhance financial processes and associated system(s).
  • Carry out any other tasks in line with the main purpose of the job.

Required qualifications, experience & competencies

  • Completed university degree of 4 years. A Master’s degree would be a strong asset.

  • A minimum of 15 years’ relevant professional experience.
  • Experience in Business Accounting, Strategic Planning, and Contract management.
  • Experience of Oracle, Hyperion and budget planning and execution.
  • Proficiency in Microsoft Excel.

  • The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1 and basic users of French (A1).

  • Duration of appointment: This is an appointment for a determined period of 5 Year (s). It could be extended up to a maximum of 9 years or converted into an undetermined contract.
  • Internal candidates
    If selected, the person will keep their current type of appointment duration (undetermined or determined).
    The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year (s) with a maximum total duration of 9 years.
  • The successful candidate shall be appointed at the grade in the function group and to the type of post indicated in the vacancy notice, or, if a group of grades has been published, in principle at the basic grade.
  • In case of reserve list: Suitable candidates, however not selected to fill the post, will be placed on a reserve list for similar functions. The period of validity of reserve list is 1 year from the closing date of applications .
