Your team
The ECAC Secretariat serves the European Civil Aviation Conference (ECAC) in promoting the continued development of a safe, secure, efficient and sustainable European air transport system within its 44 Member States. It sustains extensive activities in the safety, security, facilitation, environment and economics field.
The role of Strategic Coordinator involves contributing strategic and policy recommendations to the Executive Secretary of ECAC on various aspects of ECAC activities, ensuring consistency, efficiency, and alignment of activities with strategic goals. Key responsibilities include collaborating with internal and external teams on policy development, preparing strategic documents, tracking progress, and proactively identifying challenges.
The position requires a proactive, solution-oriented approach to enhance ECAC’s impact on the civil aviation sector.
Your role
- Contribute to and draft strategic and policy documents (e.g. policy statements, external relations, communication strategy) for presentation to expert groups and/or approval by Directors General of ECAC Member States.
- Proactively identify and address challenges impacting ECAC’s activities, contributing to the development of recommendations that ensure alignment with strategic goals and ECAC’s preparedness for emerging trends and challenges in the aviation sector.
- Support the preparation and delivery of documents for decision-making bodies, track milestones (e.g., DGs' decisions), and adjust plans to mitigate risks to ECAC.
- Evaluate the effectiveness and efficiency of ECAC activities and groups (using tools like KPIs), identify areas for improvement, and provide actionable recommendations to senior management, supporting the transformation of processes through the modernisation of tools, procedures and workflows, and streamlining and standardising practices to enhance efficiency, consistency, and the user experience.
- Provide and coordinate ECAC Secretariat support for expert groups, ensuring consistency in working documents, adherence to presentation standards, and harmonisation of proceedings.
- Collaborate with internal and external experts, staying informed on developments, identifying and resolving issues, and contributing to strategic documents that reflect both current and emerging trends, policies, and priorities in civil aviation.
- Act as the key point of contact for ECAC stakeholders, facilitating effective communication, capturing stakeholder needs, and aligning them with ECAC objectives.
- Report to and assist the Executive Secretary on matters as needed, providing support and insights to facilitate decision-making, and carry out any other task in line with the main purpose of the job.
Required qualifications, experience & competencies
- Completion of third level studies in a relevant field (e.g. Law, International Relations, Business Administration, Aviation), meeting EQF Level 7 and minimum 5 years relevant professional experience in civil aviation including work at international level, or completion of third level studies in a relevant field (e.g. Law, International Relations, Business Administration, Aviation), meeting EQF Level 6 and minimum 6 years relevant professional experience in civil aviation including work at international level. European Qualifications Framework (EQF).
- Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
- Experience in drafting strategic and policy documents.
- Experience in participating in international and/or European high-level meetings and groups.
- Experience or ability to engage with senior officials from states and industry organisations.
- Understanding of ECAC’s role and its relationships with Member States and other European and international organisations (e.g., EC, EASA, EUROCONTROL, ICAO) in the aviation sector.
- Knowledge of various aviation policy domains, such as safety, security, environment, facilitation, innovation, and economics.
- Drafting and presentation skills in English with the ability to communicate effectively with diverse audiences in both oral and written form.
- Ability to work in a multinational and multicultural environment.

- The working languages of the ECAC Secretariat and EUROCONTROL are English and French. For this particular job, candidates must be proficient users of English at level C1 (oral/written). The selected candidate will be required to become basic users of French at level A2 before the end of the probation period.
The levels relate to the Common European Framework of References for languages (CEFR).
Useful information
- Applications will be considered from nationals of ECAC Member States.
- The successful candidate will be administratively assigned to the EUROCONTROL Innovation Hub in Brétigny-sur-Orge and seconded to the ECAC Secretariat, in Neuilly-sur-Seine, France.
- The selected candidate may be required to provide documentary evidence confirming they meet the minimum education requirements. They will be informed if and when specific evidence is needed. Please note that no offer (for external candidates) or appointment (for internal candidates) will be made until the necessary evidence, if required, is validated.
- The selected candidate will be offered a contract for a duration of 3 Year(s) in accordance with the provisions of the Conditions of Employment of staff exclusively seconded to the ECAC Secretariat. This contract may be renewed for a total duration of up to nine (9) years, or it may be converted into an undetermined contract.
- The selected candidate must successfully complete a probationary period of nine (9) months before being established in the post.
- Internal candidates already appointed for an undetermined period: If successful, staff members will be appointed under the conditions set out above, while maintaining the previous terms of employment regarding their appointment. At the end of the period of employment mentioned above, if the assignment to this post is not extended or its duties do not become of a lasting nature, staff members will, in accordance with the applicable service regulations, be transferred to another post corresponding to their last type of post, grade and function group.
- Internal candidates already appointed for determined period: If successful, the person will continue his/her current type of appointment within the appointment duration limits laid down in Annex Xb to the Staff Regulations/Conditions of Employment, or Annex VIII to the ECAC Conditions of Employment, whichever is applicable.
- Contract staff are eligible to apply after having spent three years of service as contract staff.
- The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
- Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
