Your team
Within the Directorate European Civil-Military Aviation , the EUROCONTROL Innovation Hub (EIH) carries out research, innovation and simulation activities to help improve European aviation performance, safety and sustainability, bridging the gap between R&;;;D and operations. The EIH also addresses emerging new technologies as well as deployment of drones and urban air mobility systems.
The Project Manager is responsible for individual projects under the EUROCONTROL UAS/U-space/UAM Programme. The Programme looks at the development, demonstration and validation of an effective set of U-space advanced services, UAS/UAM capabilities and technologies enabling safe, equitable, sustainable and fully integrated operations for drones and all the other foreseeable type of airspace users (manned/unmanned).

Your role
Your role will be to:
- Manage and coordinate specific projects (e.g. UAS/U-space/UAM Research & Innovation (R&I)) related to the EUROCONTROL UAS/U-space/UAM Programme, and take responsibility for the whole project management life cycle including:
- monitoring the overall progress of projects; track risks, issues and opportunities, undertake required corrective or mitigation measures and ensure quality & timely delivery of project activities;
- implement the provisions of the Grant Agreements for R&I projects signed between EUROCONTROL and potential sponsors (e.g. European Commission, SESAR Joint Undertaking), produce project technical and financial reporting, and deliver presentations to various entities (e.g. EUROCONTROL Stakeholder consultation fora, European Commission, etc.).
- Lead or contribute as subject matter expert to EUROCONTROL’s R&I activities on UAM and U-space services & capabilities development in close collaboration with relevant industry stakeholders.
- Contribute to the maintenance and evolution of the U-space Agency work plan and activities.
- Support and participate in various activities and events (e.g. ATM/U-space fora, conferences, workshops) to promote EUROCONTROL’s contribution to relevant projects (e.g. EUROCONTROL’s U-space/UAM solutions) within the European Aviation community as well as in other ICAO regions.
- Create and expand relevant networks and cooperation with agencies and bodies involved in the U-space developments (e.g. EC, EASA, SJU, EDA, EUROCAE, ICAO, Urban Air Mobility initiatives) to ensure effective information-sharing, strengthen business connections and gain more knowledge.
- Carry out any other task in line with the main purpose of the job.
Required qualifications, experience & competencies
- Completed university studies of 4 years in a relevant domain or relevant completed university studies of 3 years with at least 1 year of relevant working experience.
- Internal candidates should check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
- A minimum of 5 years’ relevant working experience in project management including management of international projects in the domain of drones or U-Space.
- Experience in resource management including large budgets.
- Experience in R&D and/or Innovation related activities.
- The following would be considered an advantage:
- Experience in leading and managing EU-funded projects and grant contracts.
- Experience in Agile project.
- Understanding of the Aviation, Air Transport and Air Traffic Management strategic context and challenges.
- Understanding of procedures and rules governing publicly funded projects and grant contracts (budget, reporting, procedures, etc.).
- Stakeholder management skills.
- Technical drafting skills (English).

- The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1. The selected candidate will have to acquire at least a basic knowledge of French at level A1 before the end of the probation period.
The levels relate to the Common European Framework of References for languages (CEFR).

- Duration of appointment: This is an appointment for a determined period of 5 Year (s). It could be extended up to a maximum of 9 years or converted into an undetermined contract.
- Internal candidates
- If selected, the person will keep their current type of appointment duration (undetermined or determined).
- The internal staff member with a determined contract will be offered, in principle, an appointment for 5 Year (s) with a maximum total duration of 9 years.
- This post entails management activities. Established staff members will therefore have to serve a confirmation period of 9 months. This period may be shortened to 6 months if the successful candidate is appointed following a competition preceded by a previous temporary assignment to the post for which s/he was selected. The Director General may also decide not to make subject to this provision if that official has previously been assigned, for a period of 2 years or more, to a post similar to that for which he has been selected and which entailed the same level of management responsibilities.
- The successful candidate shall be appointed at the grade in the function group and to the type of post indicated in the vacancy notice, or, if a group of grades has been published, in principle at the basic grade.
- In case of reserve list: Suitable candidates, however not selected to fill the post, will be placed on a reserve list for similar functions. The period of validity of reserve list is 1 year from the closing date of applications.
