Your team
Within the Directorate Maastricht Upper Area Control Centre, the Air Traffic Management (ATM) domain is responsible for executing, sustaining and improving all ATM-related tasks within MUAC. It consists of the Operations Room and the operational support tasks, such as planning and capacity management. The maintenance and development capability for operational procedures, airspace and facilities management are also part of the ATM domain.
Your role
Your role will be to:
- Develop and maintain Air Traffic Management (ATM) operational procedures, in close collaboration with subject matter experts and operational personnel, in response to regulatory requirements, changes, projects, safety occurrences, and operational requests.
- Develop and maintain temporary procedures (workarounds) applicable for operational stakeholders using applicable systems (e.g., BMC Remedy Service management, electronic Briefing system).
- Collaborate with subject matter experts in various domains (Operational, System Control, Security, Quality & Safety teams) to ensure alignment and consistency of operational procedures.
- Analyse operational occurrences/incidents with relevant internal partners in order to continuously adapt existing procedures or propose new ones.
- Organize, plan and chair meetings with stakeholders to discuss and agree on procedural changes and enhancements; prepare agendas, materials, and follow-up on action plans.
- Support Human Factors (HF) assessments of operational changes and decide on necessary adjustments to incorporate HF factors into procedural development.
- Provide content and support the Training unit in the design of training materials/instructions/briefings.
- Conduct regular reviews of operational procedures to identify areas for improvement and ensure compliance with regulatory standards.
- Carry out any other task in line with the main purpose of the job.
Required qualifications, experience & competencies

Completed university studies of at least four years in a relevant field (e.g., Aerospace engineering, Air Traffic Management, Aviation, Transportation Management, Human Factors)
OR
- Professional training of an equivalent level (i.e., ATCO training).
- Minimum of 1-year relevant experience preferably in ATC-related roles.
- Experience or knowledge in developing operational procedures preferably in ATM operations or aviation regulatory compliance environment.
- Knowledge of Human factors methodologies, preferably in the area of procedural design.
- Understanding of regulatory requirements and industry standards pertaining to air navigation services (e.g., Standardised European Rules of Air (SERA), ATM/ANS Provision of Services) would be an asset.
- Experience in Microsoft Office suite (e.g., O365, SharePoint).
- Motivation to stay abreast of relevant aviation regulations, standards, and best practices issued by regulatory authorities such as the International Civil Aviation Organization (ICAO) or European Union Aviation Safety Agency (EASA).

- The selected candidate will be offered a contract of 5 Year(s) and it may be renewed up to a maximum of 9 years or converted into an undetermined contract pursuant to the provisions of the Conditions of Employment of Contract Staff at EUROCONTROL. Before being established in the post, he/she will be requested to provide certified copies of his/her degrees and successfully serve a probationary period of 9 months.
