Your team

The ECAC Secretariat serves the European Civil Aviation Conference (ECAC) in promoting the continued development of a safe, secure, efficient and sustainable European air transport system within its 44 Member States. It sustains extensive activities in the safety, security, facilitation, environment and economics field.

Your role

Your role will be to:

  • Coordinate and implement ECAC activities in the field of facilitation (including capacity building, immigration matters, persons with reduced mobility, air cargo transport, health issues, etc.), ensuring alignment with objectives and the delivery of high-quality outcomes.
  • Develop and implement the capacity building activities (e.g. workshops and training courses) and monitor the implementation of the ECAC Quality Assessment Programme taking appropriate actions to ensure high quality and timely delivery.
  • Coordinate expert working groups (e.g. Facilitation Working Group) by consolidating member inputs, drafting and maintaining technical documentation (e.g. policy documents, working papers, action plans), acting as secretary (e.g. organising meetings, preparing agendas, drafting meeting reports), and ensuring follow-up on actions, developments and requests.
  • Support the coordination of the European contribution to ICAO’s activities and other international organisations in facilitation.
  • Report to senior management on the status, outcomes, and challenges of ongoing activities.
  • Build and maintain strong relationships and cooperation with internal and external stakeholders (ECAC Member States, industry, ICAO, etc) ensuring effective communication, capturing stakeholder needs, and aligning them with business objectives.
  • Develop and maintain work-related documents (working papers, reports, policy positions, speeches, briefing notes) on various facilitation topics and ensure alignment with applicable standards.
  • Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

  • Completed university studies of at least 4 years in a relevant domain (e.g. aviation, business administration) or of 3 years plus 1 year relevant professional experience.
  • Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
  • A minimum of 3 years of relevant working experience.
  • Knowledge of current aviation facilitation topics.
  • Understanding of EU/ECAC/ICAO policies and requirements on facilitation.
  • Understanding of the roles and activities of ECAC, the European Commission, and other international organisations involved in facilitation.
  • Experience in a civil aviation administration or experience in managing/leading technical programmes and/or projects in the aviation sector.
  • Experience in the application of facilitation-related policies and procedures.
  • The following would be considered an asset:
    • Training and/or certification in project management.
    • Experience in participating in international groups (e.g. ECAC facilitation groups, ICAO Panels).
    • Experience as a national auditor/inspector or instructor.
    • Knowledge of key project aspects such as programme performance, stakeholder management, processes and governance.
  • Communication: you are able to foster two-way communication.
  • Analytical thinking: you analyse information and are able to identify relationships.
  • Problem solving: you anticipate and solve business problems.
  • Planning & Organising: you plan ahead and adapt as required.
  • Networking: you know how to maintain and expand effective networks.
  • High level of discretion & confidentiality.
  • Ability to work in a multinational and multicultural environment.
  • Professional conduct in line with the corporate behaviours of the Agency, i.e. result-driven, readiness to change, customer focus, integrity and team-player approach.
  • The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1. The selected candidate will have to become at least a basic user of French at level A1 before the end of the probation period.
    The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

Useful information

  • Applications will be considered from nationals of ECAC Member States.
  • The successful candidate will be administratively assigned to the EUROCONTROL Innovation Hub in Brétigny-sur-Orge and seconded to the ECAC Secretariat, in Neuilly-sur-Seine, France.
  • The selected candidate may be required to provide documentary evidence confirming they meet the minimum education requirements. They will be informed if and when specific evidence is needed. Please note that no offer (for external candidates) or appointment (for internal candidates) will be made until the necessary evidence, if required, is validated.
  • The selected candidate will be offered a contract for a duration of 3 Year(s) in accordance with the provisions of the Conditions of Employment of staff exclusively seconded to the ECAC Secretariat. This contract may be renewed for a total duration of up to nine (9) years, or it may be converted into an undetermined contract.
  • The selected candidate must successfully complete a probationary period of nine (9) months before being established in the post.
  • Internal candidates already appointed for an undetermined period: If successful, staff members will be appointed under the conditions set out above, while maintaining the previous terms of employment regarding their appointment. At the end of the period of employment mentioned above, if the assignment to this post is not extended or its duties do not become of a lasting nature, staff members will, in accordance with the applicable service regulations, be transferred to another post corresponding to their last type of post, grade and function group.
  • Internal candidates already appointed for determined period: If successful, the person will continue his/her current type of appointment within the appointment duration limits laid down in Annex Xb to the Staff Regulations/Conditions of Employment, or Annex VIII to the ECAC Conditions of Employment, whichever is applicable.
  • Contract staff are eligible to apply after having spent three years of service as contract staff.
  • The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
  • Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
