Your team

The ECAC Secretariat serves the European Civil Aviation Conference (ECAC) in promoting the continued development of a safe, secure, efficient and sustainable European air transport system within its 44 Member States. It sustains extensive activities in the safety, security, facilitation, environment and economics field.

The Aviation Security Expert manages the activities of the ECAC Aviation Security Capacity Building and Audit Programmes and supports ECAC Member States in meeting aviation security standards. S/He designs and delivers training and workshops, develops guidance materials, monitors programme effectiveness, and coordinates expert groups. In addition, the job involves building partnerships with stakeholders to ensure aligned and effective capacity-building efforts across ECAC.

Your role

Your role will be to:

  • Manage the ECAC Aviation Security Capacity Building and Audit Programmes, and monitor the effectiveness of the activities using key performance indicators. These include:
    • Design and implement tailored capacity-building activities based on ECAC Member States’ needs and priorities arising from the implementation of international and European standards.
    • Organise groups, workshops, webinars, on-site activities and training courses.
    • Maintain and update the roster of experts contributing to capacity-building efforts.
    • Design new capacity-building activities (e.g. best practices, workshop programmes) and update existing ones.
    • Develop and deliver training courses and act, as required, as trainer, instructor or moderator in bilateral and multilateral activities.
    • Produce and maintain relevant training and capacity-building documentation (e.g. training courses, certification tests, Audit Methodology and Auditors’ Handbook documents, etc.).
  • Serve as secretary of expert groups as needed: Coordinate and consolidate input from members, draft, follow-up and update working documents and monitor respective developments.
  • Build and maintain effective relationships and cooperation with partner organisations to ensure synergies in planning and coordinating activities, as well as in preparing relevant European capacity-building materials and initiatives.
  • Carry out any other tasks in line with the main purpose of the job.

Required qualifications, experience & competencies

  • Completion of third level studies in a relevant field (e.g. Political Sciences, Law, etc.), meeting EQF Level 7 and 3 years relevant professional experience in a civil aviation administration or an aviation-related organisation (e.g. airports, airlines);
    or completion of third level studies in a relevant field (e.g. Political Sciences, Law, etc.), meeting EQF Level 6 and 4 years relevant professional experience in a civil aviation administration or an aviation-related organisation (e.g. airports, airlines).
    Refer to the European Qualifications Framework (EQF).
  • Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
  • Relevant certifications and training, such as national and/or international auditor or trainer/instructor would be a strong asset.
  • Experience in working with or contributing to groups dealing with aviation security (e.g. ICAO, ECAC, EU).
  • Experience in designing and/or delivering capacity building activities (e.g. speaker at workshops, designing courses and guidance materials).
  • Understanding of:
    • Current aviation security requirements and topics.
    • European priorities and objectives on aviation security.
    • Relevant ICAO policies, Standards and Recommended Practices (SARPs) and of other SARPs relating to aviation security.
  • Programme management skills, including the development and delivery of work programmes involving multiple elements (e.g. planning, monitoring, evaluation, reporting) would be a strong asset.
  • English drafting skills.
  • Communication: You are able to foster two-way communication.
  • Planning & Organising: You know how to plan ahead and adapt as required.
  • Analytical thinking: You analyse information and are able to identify relationships.
  • Quality focus: You set and foster high quality standards.
  • Ability to work in a multinational and multicultural environment.
  • Professional conduct in line with the corporate behaviours of the Agency, i.e. result-driven, readiness to change, customer focus, integrity and team-player approach.
  • The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C1 (oral/written). The selected candidate will have to become at least a basic user of French at level A1 before the end of the probation period.
    The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

Useful information

  • Applications will be considered from nationals of ECAC Member States.
  • The successful candidate will be administratively assigned to the EUROCONTROL Innovation Hub in Brétigny-sur-Orge and seconded to the ECAC Secretariat, in Neuilly-sur-Seine, France.
  • The selected candidate may be required to provide documentary evidence confirming they meet the minimum education requirements. They will be informed if and when specific evidence is needed. Please note that no offer (for external candidates) or appointment (for internal candidates) will be made until the necessary evidence, if required, is validated.
  • The selected candidate will be offered a contract for a duration of 3 Year(s) in accordance with the provisions of the Conditions of Employment of staff exclusively seconded to the ECAC Secretariat. This contract may be renewed for a total duration of up to nine (9) years, or it may be converted into an undetermined contract.
  • The selected candidate must successfully complete a probationary period of nine (9) months before being established in the post.
  • Internal candidates already appointed for an undetermined period: If successful, staff members will be appointed under the conditions set out above, while maintaining the previous terms of employment regarding their appointment. At the end of the period of employment mentioned above, if the assignment to this post is not extended or its duties do not become of a lasting nature, staff members will, in accordance with the applicable service regulations, be transferred to another post corresponding to their last type of post, grade and function group.
  • Internal candidates already appointed for determined period: If successful, the person will continue his/her current type of appointment within the appointment duration limits laid down in Annex Xb to the Staff Regulations/Conditions of Employment, or Annex VIII to the ECAC Conditions of Employment, whichever is applicable.
  • Contract staff are eligible to apply after having spent three years of service as contract staff.
  • The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
