Your team

The ECAC Secretariat serves the European Civil Aviation Conference (ECAC) in promoting the continued development of a safe, secure, efficient and sustainable European air transport system within its 44 Member States. It sustains extensive activities in the safety, security, facilitation, environment and economics field.

Your role

Your role will be to:

  • Ensure the implementation of ECAC’s security work programme, including support to the various ECAC security groups in implementing their decisions, review the performance of these groups and ensure the implementation of actions.
  • Provide secretariat support to several ECAC security working groups, as requested.
  • Contribute to the development of aviation security policies and documents to harmonise measures across all ECAC Member States.
  • Support the coordination of the European contribution on security to ICAO’s meetings and other international organisations.
  • Collaborate and liaise with all ECAC stakeholders on activities under field of expertise.
  • Contribute to meetings and events of other organisations as requested, and initiatives in aviation security.
  • Produce working and policy positions papers, speeches, briefing notes on diverse aviation security topics.
  • Serve as subject matter expert to advise management and stakeholders on aviation security topics.
  • Stay updated on latest developments/methods/best practices/trends in aviation security field.
  • Carry out any other tasks in line with the main purpose of the job.

Required qualifications, experience & competencies

  • University degree of at least 4 years in a relevant domain (e.g. International Law, Political Sciences, International Relations, Engineering, etc)  with 3 years of relevant professional experience, or of 3 years with 4 years of relevant professional experience.
  • Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
  • Experience in working on aviation security policy topics.
  • Experience in participating in international groups (e.g. ICAO Panels, EU Aviation Security Committee).
  • Knowledge of current aviation security topics.
  • Understanding of EU/ECAC/ICAO policies on civil aviation.
  • Experience as national auditor/inspector or as a security trainer/instructor would be an asset.

  • The working languages of the Agency are English and French. For this particular job, candidates must be proficient users of English at level C2. The selected candidate will have to become at least a basic user of French at level A1/A2 before the end of the probation period.
    The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

Useful information

  • Applications will be considered from nationals of ECAC Member States.
  • The successful candidate will be administratively assigned to the EUROCONTROL Innovation Hub in Brétigny-sur-Orge and seconded to the ECAC Secretariat, in Neuilly-sur-Seine, France.
  • The selected candidate may be required to provide documentary evidence confirming they meet the minimum education requirements. They will be informed if and when specific evidence is needed. Please note that no offer (for external candidates) or appointment (for internal candidates) will be made until the necessary evidence, if required, is validated.
  • The selected candidate will be offered a contract for a duration of 3 years in accordance with the provisions of the Conditions of Employment of staff exclusively seconded to the ECAC Secretariat. This contract may be renewed for a total duration of up to nine (9) years, or it may be converted into an undetermined contract.
  • The selected candidate must successfully complete a probationary period of nine (9) months before being established in the post.
  • Internal candidates already appointed for an undetermined period: If successful, staff members will be appointed under the conditions set out above, while maintaining the previous terms of employment regarding their appointment. At the end of the period of employment mentioned above, if the assignment to this post is not extended or its duties do not become of a lasting nature, staff members will, in accordance with the applicable service regulations, be transferred to another post corresponding to their last type of post, grade and function group.
  • Internal candidates already appointed for determined period: If successful, the person will continue his/her current type of appointment within the appointment duration limits laid down in Annex Xb to the Staff Regulations/Conditions of Employment, or Annex VIII to the ECAC Conditions of Employment, whichever is applicable.
  • Contract staff are eligible to apply after having spent three years of service as contract staff.
  • The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
  • Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
