Your team
The ECAC Secretariat serves the European Civil Aviation Conference (ECAC) in promoting the continued development of a safe, secure, efficient and sustainable European air transport system within its 44 Member States. It sustains extensive activities in the safety, security, facilitation, environment and economics field.
The Aviation Security Capacity-Building Manager provides technical expertise to ensure the quality, consistency, and effectiveness of the aviation security capacity building project activities. S/he ensures that all capacity-building activities are aligned with the agreed-upon results framework and international standards and supports the Project Manager in the execution of the project. The Aviation Security Capacity-Building Manager coordinates and monitors the activities delivered by the Aviation Security Capacity-Building Specialists and acts as a key technical interface between project implementation and strategic coordination, under the supervision of the Project Manager.
Within the ECAC Secretariat, the EU-funded and ECAC-implemented aviation security capacity building Project focuses on the implementation of capacity building activities on aviation security for partner states in other regions. The duration of the project is limited to three years, ending on 30/11/2028.
Your role
Your role will be to:
- Identify and define the needs in terms of technical assistance to be provided to Partner States (e.g. training courses, webinars, online training) ensuring their alignment with project goals.
- Coordinate, monitor and ensure the delivery of the technical assistance activities delivered by the Aviation Security Specialists and provide direct support when needed.
- Contribute to the development of aviation security capacity-building activities (e.g. training courses, webinars, on-line training, mentoring) by providing technical input and ensuring alignment with standards and project goals.
- Oversee the evaluation process for the technical assistance delivery, develop and implement improvements to enhance the quality and effectiveness of aviation security capacity-building activities.
- Organise, maintain, and facilitate access to information and documentation related to technical assistance delivery.
- Prepare various reports and other documents such as activity reports and assessment reports (e.g. measurement of activities outcomes, evaluation of instructor’s performance), relevant presentations and summary documents to support the Project Manager in his/her activities.
- Contribute to the enhancement and optimisation of capacity-building processes and tools by integrating lessons learned and best practices to improve consistency, user experience, and operational efficiency in future planning and delivery.
- Carry out any other task to support the project implementation.
Required qualifications, experience & competencies
- Completion of third level studies in a relevant field (e.g. Aviation, Engineering, Law, Security, etc) meeting European Qualifications Framework (EQF) Level 7and minimum 3 years relevant professional experience in aviation security with international exposure; Or completion of third level studies in a relevant field (e.g. Aviation, Engineering, Law, Security, etc) meeting European Qualifications Framework (EQF) Level 6 and minimum 4 years relevant professional experience in aviation security with international exposure.
- Internal candidates can check on the intranet to see what level of in-house experience is considered equivalent to educational qualifications where appropriate.
- Training and certification as a national and/or international (ICAO) auditor would be a strong asset.
- Experience in one or more of the following aviation security fields:
- risk management;
- compliance monitoring, including inspections/audits;
- ICAO aviation security audits, Universal Safety Oversight Audit Programme (USAP);
- screening equipment and technologies;
- covert testing;
- landside security;
- cybersecurity.
- Experience in delivering training and/or capacity-building activities in aviation security including designing training courses.
- Experience in people management, including the organisation, coordination, and oversight of national and international staff and external experts.
- Experience in delivering aviation security activities in Africa, Asia, or Latin America would be a strong asset.
- Understanding of ECAC/EU requirements and policies, as well as ICAO standards and recommended practices (ICAO Annex 17).
- Knowledge of project life cycle management would be an asset.

- The working languages of the ECAC Secretariat and EUROCONTROL are English and French. For this particular job, candidates must be proficient users of English at level C1. The selected candidate will have to become at least a basic user of French at level A1 before the end of the probation period. A higher level of French would be considered an asset.
In addition, the ability to deliver activities in another language (such as French, Russian or Spanish) would be a strong advantage. The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).
Useful information
- Applications will be considered from nationals of ECAC Member States.
- The successful candidate will be administratively assigned to the EUROCONTROL Innovation Hub in Brétigny-sur-Orge and seconded to the ECAC Secretariat, in Neuilly-sur-Seine, France.
- The selected candidate may be required to provide documentary evidence confirming they meet the minimum education requirements. They will be informed if and when specific evidence is needed. Please note that no offer (for external candidates) or appointment (for internal candidates) will be made until the necessary evidence, if required, is validated.
- The selected candidate will be offered a contract for a duration of 3 Year(s) in accordance with the provisions of the Conditions of Employment of staff exclusively seconded to the ECAC Secretariat. The contract will end no later than 30/11/2028.
- The selected candidate must successfully complete a probationary period of nine (9) months before being established in the post.
- Internal candidates already appointed for an undetermined period: If successful, staff members will be appointed under the conditions set out above, while maintaining the previous terms of employment regarding their appointment. At the end of the period of employment mentioned above, if the assignment to this post is not extended or its duties do not become of a lasting nature, staff members will, in accordance with the applicable service regulations, be transferred to another post corresponding to their last type of post, grade and function group.
- Internal candidates already appointed for determined period: If successful, the person will continue his/her current type of appointment within the appointment duration limits laid down in Annex Xb to the Staff Regulations/Conditions of Employment, or Annex VIII to the ECAC Conditions of Employment, whichever is applicable.
- Contract staff are eligible to apply after having spent three years of service as contract staff.
- The successful candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
